Duties and Responsibilities
Organizational Setting
FAO's Subregional Office for Eastern Africa (SFE) is responsible for developing, promoting, overseeing and implementing agreed strategies for addressing subregional food, agriculture and rural development priorities. It develops and maintains relations with subregion-wide institutions including Regional Economic Integration Organizations (REIOs). It assists the FAO Representations (FAORs) in the subregion with addressing subregional food security, agriculture and rurl development issues at country level. The Subregional Office is a subsidiary of FAO's Regional Office for Africa (RAF).
The post is located in Addis Ababa, Ethiopia.
Reporting Lines
The Livestock Development Officer reports to the Sub-regional Coordinator for Eatern Africa.
Technical Focus
Support the identification, formulation and implementation of livestock development projects and programmes in the sub-region.
Key Results
Comprehensive technical and policy expertise to support the planning, development and implementation of Regional programmes, projects, products and services in accordance with Regional objectives and FAO Strategic Objectives
Key Functions
• Plans and leads components of multi-disciplinary teams, leads and/or participates in internal committees, project teams, and working groups and/or provides specialized expertise on technical networks and/or international technical policy and/or international technical policy and standard setting bodies;
• Develops technical, analytical, monitoring and reporting frameworks, and related methodologies, tools, systems and databases etc. to support the planning, implementation/delivery and monitoring of programmes of work, projects, products and/or services;
• Designs and conducts research, data collection, validation, analysis and/or reporting activities to support the development of technical standards, international instruments, innovative approaches and strategies, new tools, technologies, technical reports/publications, and/or policy proposals as well as the provision of technical/policy/ specialist/advice and expertise;
• Responds to country requests for technical and policy assistance, provides technical advice, assistance and solutions to Decentralized Offices and provides technical backstopping to field projects;
• Collaborates in, provides technical backstopping to and ensures the quality / effectiveness of capacity development and knowledge sharing activities within member countries such as policy support, organizational development and individual learning events including preparation of related information, learning materials, on-line tools;
• Promotes international cooperation/advocates best practices, increased policy dialogue and provides technical expertise at international/intergovernmental meetings;
• Participates in resource mobilization activities in accordance with the FAO Corporate strategy.
Specific Functions
• Contributes to SFE communication, advocacy and in the preparation of technical documents and reports, including country briefs as requested by ODG, RAF, AGA
• Advises FAO Member countries and Regional Economic Communities (RECs) of the region on issues related to capacity development efforts on livestock development in the framework of the Common Vision for Sustainable Food and Agriculture and contribute from a livestock perspective in the development and implementation of integrated programmes and projects, including compliance with relevant international conventions and agreements;
• In close collaboration with FAO's Multidisciplinary Team, Country Offices and respective governments, contributes to development of Country Programming Frameworks and to the development of livestock-related emergency and rehabilitation projects;
• Liaises with regional, sub-regional and other international organizations concerned with livestock research and policy development;
• Provides support to member countries in implementing global and region specific strategies and adopting best practices to improve risk management and to control, eliminate or eradicate select transboundary and zoonotic diseases and impacts;
• Coordinates and supports the formulation and backstopping of SFE livestock projects, including technical assistance and advice to country offices;
• Supports and advises member states and RECs in the design and implementation of programmes/projects to improve resilience in pastoral systems and preparedness for disaster emergency response operations and related capacity building;
• Advices member countries specifically on the implementation of the Global Plan of Action for Animal Genetic Resources.
• Conducts periodic reviews and appraisals of the current animal production and health situation, monitors the impact of drought on livestock in the Subregion, through studies and surveys, and leads/participates in ad hoc emergency assessment and assistance missions;
• Liaises on technical matters with relevant officers at Headquarters, other Subregional offices and the Regional Office;
• Liaises with academic/research institutions and "centers of excellence" in the Subregion and with national, regional and subregional institutions, organizations and bilateral assistance agencies in order to promote subregional cooperation;
• Plans, organizes and participates in relevant Subregional meetings, conferences and seminars;
Job Requirements
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• Advanced university degree in animal science, veterinary medicine or related field
• Seven years of relevant experience in livestock development, including experience in Africa or developing countries
• Working knowledge of English and limited knowledge of French

• Extent and relevance of experience in resilience of pastoral systems and preparedness for emergency response operations
• Ability to organize emergency and large scale livestock development and animal health strategies and campaigns
• Extent and relevance of experience in animal production and health project formulation, implementation, monitoring and reporting of national and international projects/programmes and technical support
• Extent and relevance of experience in assessment and evaluation of projects and programmes.
• Working experience in multi-disciplinary teams
• Experience in resource mobilization and working with financing partners
• Knowledge of major on-going livestock initiatives in Eastern Africa
• Experience in capacity building and development of institutions
