Organizational Setting
The European Commission (EC) SHARE Program is working to strengthen resilience coordination mechanisms in Ethiopia. Among the projects in the program “Strengthening Institutionalized Subnational Coordination Structures and Harmonization Mechanisms is the one in place to improve resilience coordination.
This has taken on particular importance following the El Nino phenomenon and ensuing drought in 2015-2016. The SHARE program strategically links development and resilience interventions to short-term humanitarian action. The program is improving resilience coordination in the country, and holding resilience and food security coordination and experience sharing forums nationally and in six regional states (Tigray, Afar, Amhara, Somali, Oromia and SNNPR). The forums will go beyond EC SHARE and help identify key needs related to resilience coordination, and propose recommendations to address these. The program has four objectives: (i) improved regional coordination structures; (ii) better coordinated resilience interventions; (iii) strengthened knowledge management capacities; and (iv) gender mainstreamed into all coordination mechanisms.
In line with this, the Food and Agriculture of the United Nations (FAO) is supporting the regions’ Agricultural Development Bureaus and National/Federal Ministry of Agriculture and Natural Resources to achieve the set project objectives. One of the key contributors to the project success is deployment of capable person that has cumulative experiences in this area. This Call for Expressions of Interest (EOI) issued to meet this objective and to fill the gap in the Regional Field Monitor and Coordination Support position that also spearheads the regional project implementation.
Reporting Lines
The position is within the framework of the Food & Agriculture Organization of the United Nations (FAO) Strengthening Institutionalized Subnational Coordination Structures and Harmonization Mechanisms, under the overall supervision of the International Project Coordinator, the functional & administrative supervision of FAO Representative in Ethiopia and in close collaboration with the Project Management Unit.
Technical Focus
The Field Monitor and Coordination Support Officer will contribute to the implementation, information management, assessment/monitoring and evaluation of the project. In particular, the Field Monitor and Coordination Support Officer will support the FAO regional coordination for ensuring that there is strategic response owned by the regional Agricultural Task Force (ATF) and other relevant coordination platforms in order to strengthening the data collection, analysis and information management for the project including medium/longer term and immediate emergency Response as needed for the Regional ATF and concerned regional bureaus planning, monitoring, evaluation, learning, harmonization and information/communication flows.
Tasks and responsibilities:
1. Support the planning and the implementation of the relevant regional ATF other relevant coordination plat forms, work plans and activities at regional level:
· Information gathering, analysis and sharing (needs, availability, response and gaps), assessments, studies and feed in to developed data bases;
· Provide monthly info graphics and data management for promoting Regional ATF/ other relevant coordination platforms joint planning and monitoring;
· Contribute to the assessment exercises, studies and development of data base;
· Facilitate and participate in the establishment and strengthening of zonal level ATF in cooperation with EU clusters;
2. Support enhancement of monitoring and evaluation, knowledge management, information sharing and learning at regional level:
· Review the performance of the Regional ATF planned activities, by providing monthly reports;
· Contribute to the development of the Regional ATF monitoring, accountability and evaluation system;
· With the support from FAO Ethiopia, organize monthly event on joint activities workshop for learning and drawing of lessons learned with partners;
· Participate in the M and E of the regional ATF planned and accomplished activities;
· In collaboration with the regional government and the support given to the FAOET field coordination office , produce regional project progress report (financial and technical) as per the regional Letter of Agreement (LoA);
· Responsible for preparing weekly and monthly progress reports;
· Participate in quarterly meeting of project staff, field office coordinators and PMU for effective project implementation;
3. Support the harmonization between activities implemented by Regional ATF
· Follow up with the implementation of the respective regional ATF on agreed standards and timelines;
· Detecting gaps and discuss them with the FAO regional project staff, coordinators and PMU at FAOET as applicable;
4. Supporting the enhancement of communication and information flows, reporting and decision making between Federal and Regional ATF
· Contribute to the establishment of strong communication mechanisms for regular and efficient flow of information between regional and federal level;
· Provide communication technical backstopping for Regional ATF/other relevant coordination structures;
· Implement agreed guidelines to strengthen effective communication and information flows;
· Perform any other related assignments as requested.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
· Advanced University degree in Agricultural Economics, Development Planning, Rural Development, or related field.
· At least five years of relevant experience in planning, managing and executing complex development projects;
· Experience in coordination mechanisms in agriculture sector, Disaster Risk Management and Linking Relief and Rehabilitation with Development (LRRD);
· Good working knowledge of English and regional language is required, other local languages are an advantage
