Organizational Setting and Reporting
This position is located in the Africa Hall Project Management Office within Division of Administration at the United Nations Economic Commission for Africa in Addis Ababa, Ethiopia. The incumbent works under the direct supervision of the Project Architect/Engineer of the Africa Hall project and overall supervision of the Project Manager.
Responsibilities
Within delegated authority, the Clerk of works will be responsible for performing the following duties:
- Assist the Project Engineer/Architect and Project Manager in reviewing the designer's site plans and specifications to ensure they are in compliance with defined project scope as well as construction contract(s) in force;
- To preliminarily verify and advise on all proposed construction materials for the project, and ensure that they meet the specifications in terms of quality and adherence to contractual documents;
- To accompany the consultant while inspecting the contractor's work and record the progress of the construction, including site logistics, swing space plan and its surroundings to ensure compliance with project plans and specifications, guidelines on environmental management and housekeeping/safety/security on the site, and to identify and record any unexpected issues of concern that need to be managed with the contractor;
- To accompany the consultant in the inspection/monitor, and record the workmanship and practices of the contractor and or crews engaged in the construction and ensure the work is executed in compliance with the design plans and specifications as provided for in the construction contract;
- To preliminarily monitor the design/construction work schedules to ensure that progress is maintained as proposed and advise the PE accordingly;
- To monitor safety at the construction site in so far as the execution of the construction work is concerned.
- To accompany the consultant in monitoring the construction and its compliance with the specifications and design drawings prepared by the architect;
- Performs any other duties as requested by the Project Architect/Engineer, Project Manager and/or Director of Administration.
Work implies frequent interaction with the following:In addition to the normal and regular interaction with all the AH Team Members, the Clerk of works will be liaising and dealing on a daily basis with the followings:I.Representatives of the Lead Consultant in charge of technical advisory on Construction Contract AdministrationII.Representatives of the Contractor(s) in charge of the works executionIII.Focal points of the other ECA Offices such as : SSS, FMS, SCMS

Education
A first-level university degree in civil engineering and/or architecture is required. Certification in Project Management such as PRINCE II or similar Project Management certifications is highly desirable.
Work Experience
A minimum of two years progressive responsible work experience in architectural building and/or civil engineering (with focus on Quality Control and/or Works Supervision) is required. Experience as a superintendent or building supervisor in at least three building projects with more than 5000 m2 or more is highly desirable. Experience as an inspector of architectural building, renovation, site, finishes or other specialty system works is desirable. Experience in using MS Project or similar software is also highly desirable.
Languages
'Fluency in one of the working languages of the United Nations Secretariat, English or French is required, knowledge of the other is desirable. Knowledge of another United Nations official language is an advantage.' knowledge of Amharic is desirable.
Assessment
Evaluation of qualified candidates may include a written assessment exercise followed by competency -based interview.
