Climate Change Adaptation Advisor Full-time advisor to be embedded in the Climate Change Planning and Mainstreaming Directorate, Ministry of Environment, Forests and Climate Change (MEFCC) in Ethiopia Description of the role Under the direction of the Director General for Climate Change Implementation Coordination, the Climate Change Adaptation (CCA) Advisor is responsible for advancing adaptation action in Ethiopia, within the framework of the National Adaptation Plan (NAP).
The CCA Advisor will work with stakeholders in key line ministries, as well as Regional actors, to translate the NAP document into an actionable plan. This includes support for prioritization processes and documentation of implementation strategies for the NAP, as well as integration of adaptation priorities into development planning at different levels and across sectors. It will also involve efforts to secure resources for implementation of the NAP from domestic and international sources. The CCA Advisor will be the main point of contact for the US In-Country NAP Support Program, which is managed by the International Institute for Sustainable Development (IISD). Key areas of responsibility The following are the key areas of responsibility for the CCA Advisor. 1. Coordination of activities under the US In-Country NAP Support Program in Ethiopia The CCA Advisor will be responsible for in-country coordination of activities to be undertaken through the In-Country NAP Support Program.
Working closely with IISD’s Expert Advisor for Ethiopia and the Grants Officer, the Advisor will coordinate detailed planning and implementation of all activities of the Program, which are described in the following sections. He/she will ensure efficient and effective implementation and act as a conduit for flow of information between IISD and MEFCC. In addition, the CCA Advisor will contribute to progress reports and communication materials related to the program.
Regional capacity development and prioritization of adaptation options As the NAP moves into implementation, there will be an increasing need for capacity development on adaptation, particularly for Regional actors.
The NAP Support Program will undertake a series of workshops to provide training on adaptation to regional actors and to facilitate prioritization of adaptation options in each region of the country.
The CCA Advisor will take responsibility for coordinating these workshops, including: recruiting and preparing facilitators and organizing logistics for the workshops; participating in the workshops, ensuring quality, consistency and effective documentation of the process in line with the Program guidance; and synthesizing and communicating the results of the workshops.
National-level engagement The Program will involve two key events at national level: a NAP Assembly, bringing together key government representatives, development partners and other actors involved in implementation of adaptation actions; and a synthesis workshop to discuss the results of the regional prioritization workshops.
The CCA Advisor will coordinate these workshops, including: working with MEFCC and IISD to identify participants and develop the workshop agendas; recruiting and preparing facilitators and organizing logistics; and contributing to documentation of the process and results of the workshops. 4
Supporting development of implementation strategies for the NAP The CCA Advisor will work closely with MEFCC colleagues to support development of implementation strategies for the NAP.
This may involve strategic documents detailing the costs, roles and responsibilities and expected results for implementation of particular adaptation options and/or development of funding proposals to secure financial resources for projects or programs to implement adaptation actions.
Depending on needs, the CCA Advisor may directly support these activities, or may recruit and supervise consultants to undertake particular tasks. 5. Facilitating technical support and mentoring for the NAP process The NAP process does not end with the finalization of the document. It is an ongoing, iterative process that involves engagement of a wide range of stakeholders in planning, implementation and M&E of adaptation.
The particular support provided will be determined on an as-needed basis, but may include: technical inputs to NAP-related documents, communications capacity building, support for updates to the regional adaptation plans and/or technical assistance on implementation.
Deliverables Specific deliverables for the CCA Advisor will be determined on a quarterly basis in line with the expected results of the program, based on agreement between the Director General for Climate Change Implementation Coordination of MEFCC and the IISD Expert Advisor for Ethiopia. Timeline This is envisioned as a one-year assignment. An initial three-month contract will be offered, with the potential to renew for a further nine months.
Qualifications
• At least ten years of work experience in a field related to sustainable development • At least three years of experience working on climate change adaptation in the context of development policies and programs in Ethiopia
• Master’s degree or higher in environmental studies or related field • Familiarity with the climate and development policy context in Ethiopia
• Understanding of the NAP process and related international commitments
• Solid technical knowledge on climate change adaptation and links to poverty reduction and sustainable development
