Org. Setting and Reporting
This position is located in the United Nations Office for the African Union (UNOAU). The Programme Management Officer reports to the Chief of the Mission Support Planning Section (MSPS) of the Institutional and Operational Partnership Service (IOPS) of UNOAU.

The Mission Support Planning Section (MSPS) provides technical and expert support to the African Union Commission in developing its mission support capabilities to strengthen the African Standby Force and the planning and management of AMISOM and any other current operations; facilitates the planning and implementation of smooth transitions between the African Union and the United Nations; and enhances coherence of the United Nations and African Union policies and procedures on mission support issues.

The MSPS Programme Management Officer has a multifunctional profile with a broad remit to strengthen all areas of support to the African Union in terms of mission support. This will encompass planning, liaison and coordination between the African Union and Headquarters and missions, advising on supply chain management, service delivery, administration, finance and budgeting and human resources. Programme Management Officer will be required to draw across the full range of mission support capabilities in response to the evolving needs of the African Union and also serves as an essential link between UNSOS and the African Union on issues of concern involving the African Union, United Nations, UNSOS, AMISOM, on new AU missions as they may emerged and the troop-contributing countries.

MANDATE
The United Nations Office to the African Union (UNOAU) was established by UN General Assembly Resolution 64/288 in 2010. 
The integrated Office has three core aims:
•Enhance the partnership between the United Nations and the African Union in the area of peace and security;
•Provide coordinated and consistent United Nations advice to the African Union on long-term capacity-building and short-term operational support matters;
•Streamline the United Nations presence in Addis Ababa to make it cost-effective and efficient in delivering UN assistance to the AU.

Responsibilities
Under the direction of the Senior Programme Management Officer he Mission Support Planning Section (MSPS) of the Institutional and Operational Partnership Service (IOPS) and in coordination with to the Department of Field Support / Office of the Assistant Secretary-General, the Programme Management Officer:

• Develops, implements and evaluates assigned programmes / projects in areas of field support for new and ongoing African Union peace operations. These areas include: supply chain management, materials management, transportation, maintenance, contracts and services management, communications, information technology, engineering, medical services, administration, procurement, finance, budget and human resources 
• Monitors and coordinates multi-functional support requirements including field support advice between UN Headquarters, the African Union and AU peace support operations, including coordinating information updates and analysis on mandate implementation, cross-cutting developments, military and police force requirements, deployment plans and performs other duties as required 
• Conducts programme / project development, implementation, monitoring and assessment; reviews relevant documents and reports; identifies priorities, problems and issues to be addressed and proposes corrective actions; liaises with relevant parties, including African Union senior management; identifies and initiates follow-up actions
• Provides field support advice including research and programme evaluation and presents information gathered from diverse sources 
• Assists in the preparation, coordination and monitoring of policy development and field support plans in support of the African Union; provides field support advice and reviews the assessments of issues and trends, preparation of evaluations or research activities and studies 
• Prepares various written outputs with respect to the field support aspects of current and proposed African Union peace operations, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications, etc 
• Conducts outreach activities; designs and conducts training workshops, seminars, etc., makes presentations on assigned topics / activities with respect to the support aspects of peacekeeping missions 
• Participates in the conduct of field missions, including provision of guidance to external consultants, African Union personnel and other parties and drafting mission summaries with respect to the support aspects of relevant peacekeeping missions, etc. 
• Supports the activities of the African Union related to the development of budget and funding (budget preparation and submissions, progress reports, financial statements, etc.) and ensures preparation of related documents/reports (pledging, work programme, programme budget, etc.) with respect to the support aspects of relevant peace support operations. 
• Represents United Nations field support and establishes collaboration and partnerships with key officials at all levels inside and outside the African Union, particularly including liaison between the relevant AU peace operations, and Headquarters staff for support matters.

Education
Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field. A first level university degree with a combination of two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of seven years of progressively responsible experience in project or programme management, administration, logistics operations, or related area is required. Experience in administration-related areas such as human resources, finance, budget, logistics planning, telecommunications, is desirable. Experience in Logistics is required. Experience in policy development and facilitation and coordination of multi-stakeholder planning processes is desirable. Experience in analytical and situational awareness functions in complex environment as well as previous experience in supporting mission transitions is desirable.
Languages
English and French are the working languages of the UN Secretariat. For this position, fluency in English is required. Knowledge of another UN official language is desirable.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
