Job Description
- Develops annual implementation plans for the cluster in collaboration with implementing partners;
- Support the development of M&E plan and its implementation and work with regional M&E officer and technical team to set and achieve project targets;
- Facilitates the learning cycle as part of the PMEL plan among the implementing partners at cluster level, and reports the same continuously to the Regional M&E Officer;
- Organizes, coordinates and facilitates training, review meetings and other events;
- Convene and/ or participate on cluster based meetings and joint monitoring visits and ensure proceedings are maintained and minutes signed;
- Conduct routine supportive supervision and regular data quality assessments;
- Supervises the staff assigned for the cluster and woredas under his supervision;
- Ensure inter-cluster and cross-cutting issues are addressed;
- Analyze risks and partner capacities, financial and programmatic gaps and inform IPs for action;
- Ensure optimum utilization of all resources, integration and complementarity of project components in a certain woreda;
- Ensure linkages with different government authorities;
- Continually document and disseminate program successes, case studies and lessons learnt;
- Represent the project at various forums including but not limited to the government structures, NGOs and other stakeholders;
- Establish and maintain successful relationships with Government Offices, partners and stakeholders;
- Coordinate & actively engage in the establishment and functioning of Multi Stakeholder Platforms (MSPs) and work closely with partner organizations( IPs, government bodies and project staff);
- Prepare Terms of References related to works and supports needed in the course of project implementation;
- Document and communicate results, best practices and lessons learnt including the process followed and the support supplied by IPs, and present study and research findings at relevant forums;
- Compile, review and submit accurate monthly, quarterly and annual technical, programmatic and financial reports, according to reporting requirements and formats;
- Participate in activities of the regional team;
- Undertakes other tasks assigned by the project manager.
- First degree and above in engineering (water, irrigation, civil etc), Business administration, development studies, and other related field of study;
- Minimum of five years experience in coordinating water and/ or Agriculture projects. Experience with international NGOs is an asset;
- Proven programmatic and technical capacity;
- Knowledge of local context and experience working in the region;
- Must be willing to travel frequently to project activity Woredas and Kebeles and flexibility to use public transportation when needed;
- Candidates with experience in Water supply and agriculture projects would be given advantage.
- Proven ability in data analysis, program financial management and report writing;
- Knowledge and skills in project planning, implementation, and monitoring and evaluation (M&E);
- Excellent interpersonal communication skills to coordinate and collaborate effectively with governmental and non-governmental partners;
- Creative and having entrepreneurial mind-set.
- Proficiency in written and spoken English;
- Excellent facilitation and communication skills;
- Skills and experience in computer applications and utilization;
- Must be able to work with minimum supervision and have strong interpersonal skills and skills to promote teamwork;
- Knowledge of the local language is an asset;

Overview of the position
The Cluster coordinator under the supervision of the Project Manager will coordinate project activities of the three IPs (SNV, TWA and DOT) and possible sub-contractors in respective clusters. S/he will closely work with respective woredas key government stakeholders for the successful implementation of the project activities. S/he is responsible to provide technical support to staff under her/ his supervision & administer resources allocated to the project in respective clusters and ensure integration and cross learning among project components. S/he is expected to frequently travel to woredas for monitoring and support.
